Uruguay boss Oscar Tabarez has continued to defend disgraced striker Luis Suarez and accused FIFA of making him a "scapegoat".
The Liverpool striker was banned for nine international matches and received a four-month worldwide football ban on Thursday for biting Italy's Giorgio Chiellini in La Celeste's 1-0 victory on
Tuesday.
The Uruguayan FA has already said it will appeal and in an extraordinary press conference ahead of Saturday's last 16 clash with Colombia, Tabarez resigned from FIFA's Technical Study Group in protest at the punishment and accused the English media of a witch-hunt.
Tabarez refused to take any questions and reading a pre-prepared rambling 13 minute statement, he said: "The severity [of the ban] was excessive... [It was] a decision much more focused on the opinions of media that attacked immediately.
"The journalists treated it like it was the only relevant story. I don't know where they were from, but they all spoke English. They concentrated on the history of Luis because of things that happened in the past.
"He was sanctioned, he complied with these sanctions, in the past. I'm not justifying anything, and I don't think that he shouldn't be punished.
"But to set a good example, you don't need to be so excessive. There is a danger in this, and it's too often forgotten that in the centre of this is a person, who has rights...
"We forget the scapegoat [Suarez] is a person who has rights. In this specific case, of Luis Suarez, besides the mistakes he might have committed, he's made significant contributions to football on the pitch - the essence of World Cups.
"They depend upon the contributions by such great players."
Discussing his decision to stand down from the committee, Tabarez added: "I had a position and I must leave that position.
"It is not wise or prudent to be in an organisation with people who exerted pressure, those who rendered the punishment, who managed criteria and values that are different to the ones I have.
"Therefore in the coming days I will file my resignation to that position because of these reasons."
In a further bizarre circumstances, Tabarez then implied Chiellini should have been punished for his role in the spat.
"We saw the [images of the bite] afterwards and saw that there was a certain possibility of punishing the participants in that action: both Chiellini and Suarez. Both would be punished.
"I don't deny that we were awaiting a punishment but we never imagined the severity of the punishment meted out."
Looking ahead to the Colombia match, the Uruguay boss said his squad was hurt after the Suarez ban and they would try to channel their emotions to try and progress.
Following the conclusion of an incredible press conference, Tabarez left to rapturous applause from Uruguayan journalists.
